Why OneDrive Personal Vault Files Won't Transfer or Back Up
Your OneDrive transfer or backup finishes, but the files in Personal Vault are missing — or the folder appears empty to every tool you try, while looking perfectly normal in OneDrive itself.
Why this happens
- Personal Vault is not an ordinary folder with a lock on it. Microsoft treats it as a separate protected area, and the Graph API that every third-party app uses — ours included — is not permitted to read its contents at all.
- This is not a permission you can grant. There is no consent screen, no admin toggle and no paid tier that opens it. An app you authorise for everything else in your OneDrive still cannot see inside the Vault.
- That is why the folder often appears empty rather than producing an error: the app is being shown nothing, not refused. Tools that do not check for this report a clean run and quietly leave the files behind, which is worse than failing.
- It applies to every third-party tool equally. If you are comparing migration services because one of them "could not do Personal Vault", none of them can.
What to do

Open OneDrive in a browser or on your desktop and unlock Personal Vault.

Move — not copy — the files you need out of Personal Vault into an ordinary OneDrive folder. A temporary folder named for the migration is easiest to find afterwards.

Wait for OneDrive to finish syncing that folder, so the files exist server-side rather than only on your machine.

Run the transfer. Those files are now ordinary OneDrive files and move like any other.

Once the transfer is verified at the destination, move the originals back into Personal Vault.
If that is not it: If files outside Personal Vault are also missing, this is not your cause — look instead at files that were open in another application while copying, which can change mid-read and fail verification.
Common questions
Can any app transfer OneDrive Personal Vault files?
No. Microsoft blocks all third-party access to Personal Vault through the Graph API, so no migration tool, backup service or sync client other than Microsoft’s own can read it. Anything claiming otherwise is either reading files you have already moved out, or not reading them at all.
Why does Personal Vault look empty instead of giving an error?
The API returns an empty listing rather than a refusal, so a tool that does not specifically test for this sees a folder with nothing in it and reports success. Cloud Combo names these files as blocked rather than counting them as done.
Will moving files out of Personal Vault make them insecure?
They lose Vault protection for as long as they sit in a normal folder — the extra identity check and the automatic re-locking. They are still in your OneDrive account behind your usual sign-in. Move them back once the transfer is verified.
How do I know which files were skipped?
Cloud Combo reports unreadable files individually with the reason, so a blocked Vault file is named rather than silently dropped. You get a list of exactly what to move out and retry.
